The U.S. Senate did not include the CLARITY Act on its official schedule for Tuesday, August 4, despite continued expectations that lawmakers could take up the crypto market structure bill before the August recess. The absence of the legislation from the day's agenda has left the digital asset industry watching closely for the next procedural step.

According to the Senate Press Gallery, senators reconvened at 10:00 a.m. ET before adjourning until 2:15 p.m. Following leadership remarks, the chamber resumed consideration of the motion to proceed to H.R. 6500, which serves as the legislative vehicle for a Continuing Resolution. The schedule also called for votes on the nomination of Erica Schwartz to lead the Centers for Disease Control and Prevention, along with a package of 74 en bloc nominations.

Although the CLARITY Act was not listed for debate, Senate Majority Leader John Thune recently reaffirmed that crypto market structure legislation remains a priority before lawmakers begin their month-long August recess.

"We have a bunch of stuff that we have to finish, and we'll just stay here until we finish it," Thune said. When asked specifically about the CLARITY Act, he added, "I think market structure we'll get a vote on. Whether we can get on it or not, we'll see."

Even with those comments, the Senate has not yet filed a cloture motion for H.R. 3633, the CLARITY Act. Filing cloture is a required procedural step before the Senate can advance to debate and eventually vote on the bill, making its absence a key hurdle for supporters.

Crypto analyst Ted Pillows noted that time is running short before Congress leaves Washington for its August recess. He said that if Senate leadership waits until Wednesday to file cloture, the earliest possible procedural vote would likely occur on Friday.

For now, Friday remains the earliest realistic window for Senate action on the CLARITY Act. Until a cloture motion is filed and the bill appears on the official floor schedule, the proposed crypto regulatory framework remains in procedural limbo, leaving the digital asset industry awaiting further developments in Washington.
