The U.S. Securities and Exchange Commission (SEC) is exploring exemptions for decentralized finance (DeFi) platforms to ease regulatory hurdles, according to SEC Chairman Paul Atkins. Speaking at the agency’s fifth crypto roundtable, Atkins revealed that SEC staff have been tasked with reviewing rules to support on-chain innovation, calling the move an "innovation exemption." This policy could allow DeFi issuers and intermediaries to more quickly bring blockchain-based financial products to market.

Atkins emphasized that software developers should not be held accountable for how their decentralized tools are used. “Many entrepreneurs are building code-driven applications with no central operators,” he said, adding that blockchain enables peer-to-peer transactions without intermediaries. “We should not automatically fear the future.”

DeFi represents a fast-growing sector within the crypto ecosystem that replaces traditional financial intermediaries with self-executing code. Despite past government skepticism, SEC Republicans—who currently hold a 3-1 majority—are pushing for a more favorable regulatory environment.

Commissioner Hester Peirce, head of the newly formed SEC Crypto Task Force, warned against overregulation, stating, “Publishing code alone shouldn't trigger regulatory scrutiny.” However, she cautioned that centralized actors cannot bypass oversight simply by claiming to be decentralized.

Crypto veteran Erik Voorhees, founder of ShapeShift, noted the shift in attitude. “Twelve years ago I received an SEC subpoena. Now I’m speaking here. It’s a welcome change.”

As crypto policy evolves under the current administration, the SEC appears more open to fostering blockchain innovation while acknowledging the unique challenges of regulating decentralized ecosystems.
