Filecoin Submits Proposal FIP0013

Filecoin updated the proposal "FIP0013" on GitHub to add batch submission "ProveCommitSector" to reduce on-chain congestion. The proposal cuts down the total cost of submitting a new sector to the Filecoin network, curtails the cost of miners as a whole, and reduces the burden on-chain transaction bandwidth. The proposal is still in the draft stage, and the specific launch time is to be determined.
