The U.S. Senate has just one week before its summer recess, leaving little time to advance the Digital Asset Market Clarity Act, a landmark cryptocurrency market structure bill that remains a top priority for the digital asset industry.

As of July 31, Senate leaders had not filed a motion to proceed on the Clarity Act, the first procedural step required to bring the legislation to the Senate floor. Industry participants believe a procedural vote this week could position the bill for final consideration after lawmakers return in September, although that outcome remains uncertain.

The biggest hurdle continues to be negotiations over the bill’s ethics provisions. Senators Ruben Gallego and Thom Tillis reportedly submitted a revised compromise proposal to the White House after drafting it last week. As of Friday afternoon, the administration had not officially responded.

While ethics remains the primary sticking point, sources familiar with the negotiations said discussions on other issues—including stablecoin reserve requirements, yield provisions, law enforcement authority, and the Commodity Futures Trading Commission’s jurisdiction—are progressing and are expected to be resolved quickly if an agreement on ethics is reached.

Should the White House approve the revised proposal, the Senate could begin the cloture process needed to move the legislation forward. However, the procedural timeline makes final passage before the August recess unlikely. Even so, securing the initial procedural vote would mark a significant milestone for the crypto industry.

The Clarity Act vote is also expected to influence political strategy ahead of the 2026 midterm elections by placing senators on record regarding cryptocurrency regulation, potentially shaping campaign spending decisions by crypto-focused political action committees.

Meanwhile, industry advocates continue to stress the importance of establishing a clear U.S. regulatory framework. According to a recent Crypto Council for Innovation report, roughly 80% of crypto developers operate outside the United States, while 88% of the global crypto market is based offshore. The organization argues that without comprehensive digital asset regulations, the U.S. risks falling further behind other major financial markets.

With no procedural vote scheduled as the Senate prepares for recess, the future timeline for the Clarity Act remains uncertain.
