Zilliqa’s planned institutional Ethereum Layer 2 would allow only wallets linked to a verified verifiable Legal Entity Identifier (vLEI) to transact, making company credentials a condition for network access.

The network, called the Zilliqa Institutional Layer, is designed to settle on Ethereum mainnet. Institutions would get access first, and other users were promised access later. A vLEI is a cryptographic form of the Legal Entity Identifier that can verify a company and who is authorized to sign on its behalf.

Liechtenstein Trust Integrity Network (LTIN) is slated to operate the sequencer and distribute vLEIs while it works toward accreditation as an official issuer. State-owned Telecom Liechtenstein holds a majority stake in LTIN.

The Zilliqa (ZIL) token would remain the network’s sole token. Zilliqa is considering a minimum ZIL balance for institutional participation but has not decided whether to require one. The rollup stack, proof system, migration plan and launch date remain unset.

The plan builds on Zilliqa’s previously announced Ethereum Layer 2 shift.
