President Trump signed the GENIUS Act into law, establishing a federal framework for payment stablecoins and setting the next phase of oversight in the United States in motion.

Payment stablecoins are digital currencies pegged to traditional fiat currencies and designed to maintain price stability. The framework aims to clarify compliance and operating expectations for issuers while addressing the safety of stablecoin transactions.

The Office of the Comptroller of the Currency (OCC) is expected to write regulations implementing the framework. The agency oversees national banks and federal savings associations, and its rulemaking will shape how stablecoin issuers comply with the law.

The legislation also seeks to strengthen the dollar’s role in digital assets, encourage innovation and bring more financial innovation into U.S. capital markets. It also aims to reinforce U.S. leadership in digital assets. OCC rulemaking is the next step in putting the framework into effect for payment stablecoin issuers.
