Bitcoin traded near $78,700 on Monday, September 14, while XRP hovered around $1.41 as investors positioned for a crucial week of U.S. regulatory and monetary policy developments. The broader crypto market gained 1.32% over 24 hours to $2.65 trillion, supported largely by optimism surrounding the CLARITY Act.

The U.S. Senate is expected to consider a cloture motion on the CLARITY Act from 2:15 p.m. ET on Tuesday, September 15. The procedural step generally requires 60 votes and, if successful, would advance the crypto market structure bill toward broader Senate debate rather than immediately making it law.

However, opposition could complicate the vote. New York Attorney General Letitia James and 17 other state attorneys general have urged Congress to reject the current proposal, arguing that it could weaken states’ authority to combat crypto fraud, enforce registration rules and protect investors.

Markets are also preparing for the Federal Reserve’s September 15–16 meeting. The Fed will announce its rate decision Wednesday at 2 p.m. ET, followed by updated economic projections and a press conference. Traders currently favor a 25-basis-point increase from the existing 3.50%–3.75% target range to 3.75%–4.00%.

Institutional crypto demand has meanwhile diverged. U.S. spot Bitcoin ETFs recorded roughly $463 million in net outflows during September 7–11, ending three consecutive weeks of inflows. Spot XRP ETFs attracted $18.98 million, while Ethereum products received $197 million and Solana funds saw approximately $10.30 million.

For Bitcoin price action, $78,850 represents immediate resistance. A breakout could open the path toward $80,000 and potentially $82,000. Failure to maintain $78,000 could instead bring $76,400 and $75,000 into focus.

XRP faces resistance at $1.42, followed by $1.45 and $1.50. Holding above $1.40 would strengthen the bullish setup, while a drop below $1.34 could expose $1.30. The CLARITY Act vote, Fed guidance and ETF flows are likely to determine the next major moves for both cryptocurrencies.
